Heartiest Congratulations!!!!! : Jt. GM DPC BSNL CO issued Promotion orders of 76 SDEs as AGM Telecom Regular on provisional basis, subject to final outcome of different court cases and all are posted in the same Circle.  Copy<<<>>       

This order gives clear signal that the present BSNL Management is ready to look into HR issues so as to resolve such critical issues in a time bound manner and it has given clear signal that other issues also will be settled one by one.

In the last few years, a negative trend started in BSNL for reverting the officers while BSNL was known for issuing additional promotions to avoid any such reversion for any reason. SDE 2007 reversal was one such case and 147 AGM promotions is one more case where some executives promoted as DGMs were revered at two stages below to SDE cadre. Both these orders are really black spot on career progression of executives in BSNL.

We have taken note of it and have successfully pursued this issue of SDE 2007 promotions by promoting them as AGMs and we are on job to settle the issues related to AGM 147 case promotions and we are hopeful for certain positive results so that these black spots are washed to certain extent.   

We are very happy to see that with this AGM Telecom Promotion order, the negative trend started in BSNL has been changed and all these SDEs have got justice by getting due promotions and others will also get their due promotions AGM/DGM shortly.

This is a long awaited AGM Promotion order where in these executives promoted as SDE were issued notice and some of them were reverted and the dispute continued for the last 17 years and matter was litigated.

The SDEs were promoted in Nov 2022 Promotions but their cases were kept in sealed cover at par with SDEs in PwBD Category.

In the first phase after clearance of the court case, the SDEs in PwBD Category whose promotions in Nov 2022 were kept under sealed cover were promoted as AGM and now this group of SDEs is given justice.

On 28/10/2024, the reversal notices issued to these SDEs were withdrawn and their promotion as SDE were cleared and within a short time of ten days, all these SDEs are now promoted as AGMs giving them long awaited justice.

Definitely this is result of prolonged patience and faith of all these Executives and struggle thereof but finally this matter has been resolved with great HR approach by present BSNL Management.

Earlier also efforts were made for resolution of issues but it was always quoted that issue is sub-judice in multiple courts and there is no consistency in decisions, but with positive directions by CAT Chennai issued recently, the efforts were made for not making any appeal by BSNL on this case and resolution of issues by in house discussions and understanding the issues to depth.

The overall process took speed when Dr. Kalyan Sagar Nippaniji, Director HR BSNL Board has spared ample time to understand the issues and find out the solutions for this long pending problem.

Then PGM Pers Shri. Adhir Kumar Singhal, played vital role in clearing roadblocks and given way of solution but before reaching solution, he successfully completed his services on superannuation.

Then this issue was taken over by next PGM Pers Shri. Dinesh Mahur and within a short period of just two months in hand, he has further cleared the issues and gave it conclusive shape up to withdrawal of notices and restoration of SDE Promotions on 28/10/2024.  But at the crucial stage of final outcome, Shri. Dinesh Mahur then PGM Pers was promoted as Joint Secretary, Mines, Government of India and left BSNL and uncertainty was created on final settlement of this long pending issue.

Finally, the charge of PGM Pers is taken over by Mrs. Anita Johri PGM SR/RSTG and she has taken up this issue as priority and given final shape to this process going on for last two years

Though there were changes in PGM Pers post, Shri. O. N. Tiwari, Jt GM Pers DPC continued efforts along with his team of DPC section and when all were enjoying Diwali and holidays thereof, the team of Pers DPC section was busy in completion of DPC for these long awaited promotions.

The final call and decision on this issue was taken by Shri. A.  Robert J Ravi, CMD BSNL who has been always proactive on resolution of HR issues of the executives.  

SNEA congratulates all these newly promoted AGMs with retrospective date effect as per their eligibility and wish them grand success in the new promotional assignment. We specially appreciate their prolonged patience, faith and sustained struggle to achieve this important goal.

After this successful AGM Telecom promotions, now SNEA is working on JTO to SDE promotions in Civil and Electrical wings to promote all eligible JTOs and we are hopeful that the JTOs who are waiting for their first promotion for last 25 years will be promoted as SDEs within month’s period.

We are hopeful for resolution of many other HR issues with ongoing keen and table to table pursuation and by avoiding agitational approach and getting best possible outcome in the interest of BSNL Executives.

Let us give our best to our beloved BSNL and let us get dues in the best possible manner and at early possible time. BSNL Zindabad.    

AGM Estt BSNL CO writes to all Circle/Units Heads for observing closed Holiday i.e. closing of Central Government Offices in connection with General Elections as per time to time dates notified by Election Commission of India/Statutory Authority.  Copyetf gate.io

This in continuation of endorsement of DoPT orders dated 10/10/2001 & 12/04/2013 by BSNL for closure of Central Government Offices in connection with General Elections to the Lok Sabha, State Legislative Assemblies, Panchayat, Municipalities / Corporation or other local Bodies and Bye –elections to Assemblies Constituencies and Parliamentary Constituencies etc.

The instructions issued by DoPT for closure of offices, granting Special Leave etc. vide its orders dated  10/10/2001 & 12/04/2013 are shall apply in mutatis mutandis  in all offices of BSNL and for that no separate endorsement from BSNL CO is required in future

The Circles within their jurisdiction are thus empowered to take decision closure of offices for all employees of BSNL where elections are notified and scheduled to be conducted and for granting of special leave to any employee who is ordinary a resident of a constituency and registered as voter but employed in BSNL at locations other than constituency where the general elections are notified

In local body elections, viz. Panchayat /Corporation I Municipality, the Government employees who are Bonafide

Voters and desire to exercise their franchise are to be offered

Reasonable facility, subject to normal exigencies of services, either by coming late to office or being allowed to leave office early or a short absence on that day.

The employees on Election duty are permitted to remain away from duties on polling date including journey for election duty.

Great and Grand NEC Meeting of NFTE CHQ at Sangli MH Circle: The great and grand NEC Meeting of NFTE CHQ was held at Sukhrup Garden and Multi Purpose Hall, Sangli Maharashtra Circle on 20/10/2024 in a very enthusiastic manner.

Graceful & nice ambience of function hall was aesthetically decorated with posters, red flags, flexes & Cutouts and Welcome ceremony accomplished by local folk music artists was warming & unforgettable.

The open session of this NEC meeting was presided over by Shri. Islam Ahmed, President NFTE CHQ and it was attended and addressed by following dignitaries.

There are certain issues related to Rule 8 & 9 Request transfers of JTOs recruited under Special LICE and SNEA is pursuing for resolution some of these issues and we are hopeful that some stringent condition can be modified in support of consideration of genuine Requests by these JTOs also. 

PGM Rstg BSNL CO writes to all Circle Heads about changes made in BSNL Samvad App, declaration of Atyuttam Awards on Celebrations of 25^th BSNL Foundation day and calling for nomination for Atyuttam Awards of Q3 under different categories defined for Circles and BAs separately. Copy<<<>>

This is in continuation to discussions and persuasion by SNEA with BSNL management and issues reported by SNEA are being given consideration one by one. 

Finally Justice Prevails to affected SDEs in LDCE 2007: AGM Pers DPC JM BSNL CO issued orders for restoration of Seniority by withdrawal of show cause notices issued to  certain SDEs who qualified SDE LDCE 2007. Order -I <<<>>   Order -II <<<>>   Order -III <<<>>  Order -IV <<<>>  Order -V <<<>>

First order is in respect of the SDEs who were applicants in the pending court cases at different CATs and other orders are of SDEs who were having similar issues, but have not approached court and were waiting for justice from BSNL Management.

Now, in a very positive and appreciable step by BSNL management, the justice is also given to all the similarly placed and affected SDEs.

This is historic case, wherein issues were dragged in different courts and the certain LDCE qualified SDEs after 12 Years of their SDE promotions, were issued with notices for reversion as JTO and matter was sub-judice in different courts.

Recently matter was cleared by all the Honourable Courts and mainly the judgement of CAT Madras, Hyderabad and Lucknow have cleared issues to better extent.  

Finally BSNL Management also has taken lenient view and avoided further litigations, and responded the CAT directions positively and now the notices issued for reversion of these SDEs are withdrawn and their seniority is restored as per directions of Hon Courts.  

Till few cases for restoration of seniority are under consideration and final decision will be taken shortly and all will get justice.

Now, the names of these SDEs will be considered for their due AGM promotions and shortly the orders for the will be issued.

This issue was vigorously pursued by SNEA at all levels and we have specially requested and pursued with management to look into genuine grievances of these Executives  as many of them are eligible for AGM Promotions and their orders could not be issued along with others due to these pending cases even though some of their juniors were promoted vide AGM promotion orders issued in Nov 2022 and May 2024.

In Nov 2022, the names of these SDEs were kept under sealed cover, but orders were not issued as matter was till sub-judice and now with restoration of seniority, the promotion orders will be issued shortly.

It was really difficult and complicated task, but with intervention of Director HR BSNL and then PGM Pers Shri. A. K. Singhal, the issue was given due consideration well within BSNL guidelines and finally Shri. Dinesh Mahur, PGM Pers BSNL CO has taken final review and has been successful in convincing BSNL Management about genuineness of this issue, which led to this final outcome prevailing justice to struggle of these executives for last many years. We also appreciate the positive role played by Shri. O.N. Tiwari, Jt GM Pers DPC BSNL CO and his team with tireless efforts by taking lot of pains to understand the complexity of issues by verifying facts through different court cases and documents thereof.

Special General Body Meeting SNEA ITPC Pune: A Special General Body Meeting SNEA ITPC Pune was held in grand manner on 30/09/2024 wherein Shri. K.L. Jadhav, Founder President of SNEA ITPC Pune and DGM ITPC Pune was given grand Farewell on his superannuation retirement and the different HR issues of executives were also discussed in the length.

The proceedings of Meeting were presided over by Shri Ajay Buche, President SNEA ITPC Pune and this function was attended and addressed by following dignitaries.

The house felicitated Shri. K.L. Jadhav, The Founder President SNEA ITPC Pune & DGM ITPC Pune on completion of his highly successful services in DoT/BSNL and recognized his devoted services to SNEA with lifetime strong membership as well as leading SNEA by holding different posts in SNEA.

All the dignitaries and Guests have addressed gathering conveying best wishes to Shri. K. L. Jadhav and updated house on current activities in BSNL.

In a detailed address to the house, Shri M. S. Adasul GS SNEA CHQ GS SNEA CHQ updated house on different HR issues, its persuasion by SNEA and present status thereof.

Before conclusion of this grand Meeting, GS SNEA satisfactorily replied the doubts and queries raised by SNEA Members and leaders present in the meeting.

In after lunch session, GS SNEA along with Team SNEA ITPC Pune has a meeting with Shri Govind Kevlani, CGM ITPC Pune and discussed different HR and development issues of executives in ITPC and also discussed about issues related to CDR-III migration and requested for looking into it. CGM ITPC responded very positively and assured to look into all issues raised by SNEA delegation.

Then delegation of SNEA visited the Mobile 4G Saturation lab and got update information from Shri. Nilesh Wankhede Principal ZTTC Pune and this lab will be useful for imparting different trainings to BSNL Executives and how it will help in generating revenue for BSNL by giving training to different Batches of Students of Engineering colleges for Industrial visits and knowing about different activities carried by BSNL

Thereafter, delegation of SNEA attended official function of Farewell of Shri. K. L. Jadhav. DGM ITPC Pune and once again felicitated him on behalf of SNEA and conveyed him best wishes for happy and highly successful retired life. PHOTOs <<<>>
